You can feel the difference in how he says the line the first time and how he says it the second time around. The first time he said it, he said it as the idealistic Lelouch, who had just gained power for the first time. The second time he said it, he said it as the leader of the Black Knights, Zero, who had risen from the ashes.

That f'n scowl he does in R2 shows how much of a menace he became conpared to this first time.

His stare as you hear the gunshots and bodies is everything.

Idk if they had planned it this far back, but Lelouch's statement about how he "grew tired of the unchanging world, but couldn't bring myself to give up my lies in my despair" stands in direct opposition to Charles' and Marianne's dream of a static world where there are no more lies. From the beginning, Lelouch desired change, he hated things staying the same, and he embraced lies in order to reach his goals.

I love that C2's comment about his theatrics proves that it's all unnecessary, Lelouch Vi Brittania is just dramatic that way.
