It's illegal in almost all states high school wrestling. You aren't allowed to lift them over your head like that, put them down in an uncontrolled manner, or spike their head into the ground vertically (like a piledriver type motion.) So while it was an amazing and beautiful double leg lift he was most likely dq'd for both following through with the takedown and disregarding the ref/whistle.
