Actually the buns are also called Pao. Pao & Bao are synonyms. Plus the menu also mentioned Pao & that's what the locals called it.

Thank you! We went via Atal Tunnel & still needed to get a permit. As far as I know permits are mandatory for visiting Rohtang Pass.

Thank you! It depends on snowfall & road conditions.. We went in first week of Nov & loved it.. The roads get closed due to heavy snowfall usually from mid Nov or end of Nov..
