I have the same motor from my T 200 Bobcat. I did a complete rebuild, it starts fine, but it surges from low to medium rpms. With the solenoid removed, I can get it to idle correctly holding the fuel rack open. Is it the governor ?

Good evening chief please, I have a problem on a deutz engine 2 cylinder model F2M2011.while proceeding to the starting the injector pump does not discharge fuel, I disassembled these two pumps then mounted on another identical engine and then the pump discharges fuel.I tested my solenoid also on another engine it works well. I tested my solenoid also on another engine and it works well. But I have a problem with my rack by sliding it on one side without the presence of the pumps it gets stuck on one side now I followed your video I began to have ideas but I do not know how to put back in order this rack.and then you had talked about the adjustment of the valve also which causes problem precisely the exhaust valve, I do not have the catalog of this engine I seek your help to know this adjustment and other possible verification.
