I think tendo deserves to be called a final boss along with Masato.

He is functionally the final boss but he's not the emotional climax. I left out Tendo so I wouldn't have to include all four Yakuza 4 final bosses as well as the other ending fights of Yakuza 0, 5, 8... You understand I assume. Only the very last fights are here. I do agree he is pretty much the final boss of 7 though.
