I figured out the F4 issue. The CustomAvatarLoader in the mods folder needs to be copied & then pasted into the DesktopMate_Data folder. This worked for me once I hit F4 on re-opening the program. *Hope this helps everybody!*

for anyone having issues with f4, read no.3 if you still cant, MAKE SURE the CustomAvatarLoader.zip extracted successfully in Desktop Mate folder ( 1:25 ) i was having this f4 issues, and found that somehow my extraction wasnt successful. ( no file(s) inside mods & userlibs folder ). maybe bcs im extracting it right in the folder. thanks for @tristanorinisonpramataoka4582 for pointing this out, this literally fixed my issue, the moment i went to check my desktop mate folder and check the mods and userlibs it was EMPTY so I deleted them a preceded to extract them again this time linking the desktop mate path to the extraction, I checked again and the right files were in there so make sure everyone does that it works as of 1.0.3 so good luck!!!
