This report is partially true, a road was indeed built to connect Afghanistan and China but it stopped short of the China border (several miles away), I knew this because recently a Chinese traveler reached the furthest point of Afghanistan and China border shown in this video, he said that's the farthest he could reach by car but he was still several miles away from the border, the border was shown right at the beginning of this video where he was looking at between the mountains up ahead.
