The man was a terrorist involved with the murder of his friend, he wasnt innocent either, and when he took the serum he wasnt turned into a killer, he was just in his emotions when his bestfriend literally died so he killed the person involved with his bestfriends murder and even after that he wasnt anymore rude and tried to save people. And that's because only Bucky has the right to refer to Steve as his brother. The two grew up together, fought together, and were inseparable before Hydra took Bucky. John waltzing in and claiming that title rightfully pissed off Bucky. Yes one could argue the Avenegers could use the title in reference to the fact that they were close and were a found family in the military sense. But in the true family sense, only Bucky has the right to use it. To him, Steve was and always will be his brother.

The title of Captain America meant more than that... Steve never really claimed to be Captain America (only once while rescuing soldiers from Hydra), he always goes by his name. He's humble and care more to others. While Walker has the skills, his didn't have the heart of the "job". A good comparison is when both Steve and Walker lost their best mate, Steve did sober a bit, but he then continues the mission to honor Bucky; meanwhile Walker just straight up going killer mode and killed the one who happened to leave slower and hence damaged the shield. Bucky knows this, in fairness, he knew the shield significance more than Sam and Walker. That's why he was the one believing Steve's decision to pass down the legacy to Sam. For Sam, he has the heart of a good man. He's willing to think that there's more than meets the eye, as Zemo puts it "(Sam) is seeing something that wasn't there"

(Continues): Back when the doctor choose the candidate to inherit the super soldier serum, he didn't choose the perfect soldier, but a good man like Steve Rogers. Steve is willing to step into battle, even if disobeying his supervisor. He was going break through, focus with his instinct. Walker was pushed to be Captain America because the government wanted him to be. He is bound by their rules, he didn't even try to break through or negotiate to have more flexibility (but Steve did, that's why Civil War happened) Also Walker did take the serum (if you watch the show later on), and Zemo practically said that the serum would enlarge the part which had the most significant and corrupts it. It didn't corrupted Steve, because it enlarge the part of his kindness. And you see from the series, Walker just became more corrupted and delusional after taking the serum, to the point that even the government don't want him anymore. He believed that he is THE Captain America. I think it also added the insult of him saying he never meet Steve before and still feels like they were brothers pissed off Bucky and (A little bit with) Sam. Imagine you know the friend way longer and more in depth of their character, and then some nobody said that they think they know that friend despite having no interactions prior. I don't think that would sit well with you. TL;DR Walker impersonate the physical appearance of Captain America but not the spirit of Captain America. You can be 10/10 in everything, but if your heart is corrupted, all that frame would drop to the bottom once you did something irreversible (like how Walker practically killed a man in broad daylight, in front of multiple people who had their smartphones up recording everything)

I agreed with what you're saying, but imagine being in his place. You're a skilled soldier, then out of the blue the government decides that you are the only one that happens to be the most-alike heroic figure like Captain America. You came unprepared, you don't have any sort of power compared to the original but you try keep on giving people some hope not being that hero, like when Walker said: I'm just trying to be the best Captain America I can be". He is not comparing himself with Steve, but just trying to do what best he could to give people hope. Then, the two persons that worked/accompany that hero, giving you zero-respect and not caring or bother to look up for you ot even helping you, and one of them defending a group of terrorists that killed many people. You're stressed, practically pent-up in frustation for everyone pushing you over for being *NOT* him, for not being that hero. Then, the only solution that you have to put yourself up is taking that what makes you powerfull like that hero. And then before your eyes, your best bud, propally the only one friend that you have dies infront of you. Fear and anger takes your mind and you reacted for impulse and having no control over your emotions and you killed that person who just killed your friend. That's a normal reaction from anyone, you're in shock so you hide, then the two persons that you were working starts to jump you, they break your arm and tooked away that title of yours that you worked hard to get. For finale you just got dismissed that *you* were assigned to do. For confirmed that Walker din't want to be like Captain America, like the quote that he said: I'm just trying to be the best Captain America I can be" he din't not mention that he was trying to be like him, just trying to give people hope. In the final episode, in one scene, a truck (or swat vehicle) was falling and he hade one chance, he was using a home-made shield that looks like captain amerrica one. He dropped the shield, empathizing a change showing that Walker din't want to become like Captain America just wanting to become a hero not a heroic figure like Steve.

Even The government questions Sam being the next Cap, and if Brave New World trailer is to be believed, Sam faced the same question as Walker did as the people already corresponded the shield to Steve Rogers and no one else. But that's part of the challenge, and how you decided to cope with and deal with. Walker saw his friend dies in front of him, yes he can be emotional (not saying being Cap have to be emotionless), rightfully so ; but did killing a person helped him? Nope, he just gone down that path of grief and hate towards pretty much anyone that stands in his way. Bucky even warned him before fighting for the shield. It's like you saw your mate gunned down by the police, and you go can kill that police because you are pissed off. That's not how that works In Walker's defense, he was doing the right thing....The bad thing was that they are under the government order which is clearly broken and not in the perfect state. Given how SHIELD worked with Hydra thoughts inside and didn't noticed, it shows it can corrupt individuals without them even knowing it. On the other hand, Steve and Sam had the thought of disobeying and do what others actually wanted (keep in mind Sam and Bucky weren't operated under any official authorities to let Zemo out or be involved with the situation). Thus even with the same title, they still always have doubts and seek something way better and beyond what the government thinks of, yet Walker wasn't. He was following order, which is good as a soldier, but not necessarily hero-like. Your order is to gun down the target, but that doesn't mean you couldn't have your own judgement And then after Walker was removed from title, he basically did what Sam and Bucky were doing but Amped up with a super serum, making him just as dangerous as the flag smashers are. He was so fixated on avenging his fallen friend, than be actually protecting / saving the people, it wasn't until Karli drove one of the vehicles off to a construction area during the final confrontation, he then go help saving (but not with Bucky in the rescue mission prior to that) This whole time he either just saving his best mate, or fighting anyone in his way for the sake of the mission. He wasn't able to see the whole picture, unlike Steve or Sam. The problem of the situation wasn't the flag smasher, it's how to take care the resurrected people. The Flag Smashers' motive was to free the boarders as during the blip it was more caring, yet the government offered something that basically the opposite of their point of interest. Even if Walker killed all the flag smashers and received zero means of punishment (in which some vet say that it's perfectly justifiable), he still doesn't prove anything but himself and the order he carried. Him wanting to give out hope, he can do in a sane way. Steve did just by giving out speeches, he didn't go shield throwing on everything and hope it works. Only lethal force when those options were PROVEN to not work. What did Walker do? He chose to be like a violent person like the flag smashers, he did once with peaceful means, and just because that time didn't work, doesn't mean every time afterwards should be treated the same. Him put down the homemade shield doesn't signal him not wanting the title in the first place, it was based on the logic of the situation. He need both hands on the rescue, and clearly his shield didn't have the benefit of Steve's that can put on his back, so he had to let that go to access his full power.

In the final episode of the series, Walker was cleary going after Morgenthau (I don't know how to write that name) to stop her, even so disobeying orders of the goverment that dismissed him from action. He fought alot of the flag smashers to reach Morgenthau, we can say that he was going to kill her, but when you can notice his blows he was throwing on the outher flag smashers he could have killed them which we can say that he will do that without remorse, but instead he not. I mean, he killed one of them with ease but choosen not to do, which makes a propality that nor he was not trying to kill them all but stop them or he was too focus to kill/stop Morgenthau. A one scene, he was almost (or was) reaching for Morgenthau before she knocked him out and tooked the vehicle to throw off the building. Then, he standed up, seeing that Morgenthau was standing right behind him he could literally go after her to do whataver he wanted but choosen not, he choosed to stop the vehicle for falling down.
