When an offensive ball carrier is approaching the point of impact, he has to lower his shoulder. Unfortunately some ball players run straight up and don't protect themselves from would-be-tacklers. There was nothing dirty about a defender launching at a 230+ ball carrier low especially when that ball carrier is heads up, to a degree, and has the same opportunity to lower his shoulder to protect himself. Plus, ball carriers try to jump over would-be-tacklers. Stop with the connotation about it was a dirty play. I played DB in HS and college. If that DB went high on the tackle, chances are he would have bounced off of Hill. Hope Hill makes a full recovery.

think of it like a regular kickoff. if your team is receiving a punt, and they touch it, it becomes live.

Once the football crosses the line of scrimmage, it's a legitimate punt whether it goes 60 yards or 6 yards. It doesn't matter that it was blocked. Punts get partially blocked all the time. (Where the 1st down marker is irrelevant) The Cowboy who touched it was acting as the defacto punt returner at that point and he fumbled recovered by the Bengals.

I’m pretty sure Dallas # 27 was out of bounds and came back and was the 1st player to touch the ball… illegal touch. Not sure what the result would’ve have been.

A penalty on the Cowboys that the Bengals could have declined to keep the ball. Since the punt crossed the line of scrimmage, it was like any other punt. So when the Cowboys muffed the punt, the Bengals could recover it for new set of downs. A blocked punt that doesn't cross the line of scrimmage is like a fake punt, the kicking team can pick up the ball without the receiving team having to touch it first, but they have to make the 1st down to keep the ball.
