it's weird. I've experienced both. Cross country flights tend to get freezing. But I've had multiple flights where my feet felt like they were sweltering after a while. I think the floor of the plane was actually getting really warm and I took off my shoes. I think that the guy's offense is that he's wearing short-shorts. I don't see any issue if a man wants to wear normal length, non-tight shorts.
