I think that Neravar never returned to the chamber. I think he was murdered by the tribunal, who then went down to claim the tools. But Dagoth had promised Neravar to guard them until Neravar returned. When the tribunal came down without Neravar, Dagoth realized what had happened and refused to hand over the powerful artifacts to murderous traitors. He was not privy to the prophesy and curse of Azura, so did not know that Neravar would return. So when the Neravarine shows up, claiming to be Neravar, Dagoth snapped, believing it to be yet another ruse by the Tribunal to take him down.

My favourite out of the 3 mafia games, I'm into my 2nd playthrough and I'm just trophy hunting now, i just need 6 trophies for the campaign and 1 for the dlc's plus you don't need take a body into a boat and drive out and dump it in the river to be eaten by alligators, just dump the body in the nearest bit of water from where you're standing and the alligator will eat it
