I have no idea how tetsuzaemon iba become captain, actually i know that someone from his family was captain,his mom or aunt,dad idk. I saw once his or twice his shikai ,once when hi fought against ikkaku during soul society arc,and sec cant remember. So how the hek is the captain in hell arc, probably hi is the weakest captain no doubt about it

Tenjiro, Oetsu, and Shutara were never implied to be former captains of Gotei 13 ... Oetsu was already there with Ichibei defeating Ikkohollowsomething way before the organization was founded. Shutara could've been in a separate organization outside Gotei 13. Tenjiro is just as vague.
