There's browser extension/add-on where you can add your own CC (in .srt or .vtt format) to any video element. It's called ccaptioner (by the author of the famous ublock origin adblocker). Maybe also provide a download link to the caption file (.srt/.vtt) so that people could use it in the original video?

An easy way to sync the two videos is using a free tool called viewsync.
