I don't understand why the category costs of UEFA are applied to Brazilia City when in fact the club actually belongs to CONMEBOL.

I was doing some exam session, and this question came up: «What is the training compensation to be paid by a first category Spanish club to a third category club in the Czech Republic when registering a player as a professional player after a total of two years, from the age of 16 to 18, with the club in the Czech Republic?» The correct answer given was 120.000 EUR. But how is that? Is it not 180.000? Appreciate if you can answer this questions
