it mean's steam and water is leaving the boiler unregulated. what he is showing is how to secure the valves to stop that if you do accidentally break your glass.
Pretty cool. I've never seen one of those. I'm surprised I haven't seen one at Rough and Tumble in PA.

I have an early Renown 101 that I inherited when my father passed away. He received it as a Christmas present when he was about 12 years old. That would have been in around 1946. I treasure it, and it sits proudly on a shelf in my office. I take it down and fire it up occasionally to relive old memories. Thank you for posting this.
