I’ve been in that situation once and I completely panicked one of the dogs bit my horse on the ankle and it was so scary for me. I didn’t know what to do so I push the dog with my foot and the owner yelled at me,

Respect for the horse owner and the horse. If that remark horse, he would be gone a mile away. Also to the person who has those dogs they should be trained well enough to come in a situation like that on the leash, and if they are not trained like that, then have them on the leash at all times.

I have had a charging horse scare the life out of my elderly dog who was right by my side. Then they expected me to go off the path so they could pass. The cheek of them. When i refused they got all touchy. They were lucky i didnt smack the horse on the ass so it bolted with them on it. They also ruin the footpaths.

Dog ownership standards are (broadly) so poor. As a cyclist and someone who has worked with dogs in the past (professionally), I often face issues with poorly managed dogs, it's always the owner's fault, either through misreading the situation or simply failing at the most basic aspects of training. In my opinion, the issue isn't just simple obedience or recall; it's about managing dogs responsibly, not letting them get so pent up in the week, and then letting them off the lead with 0 thought to training and how that is reinforcing the dog doing whatever the hell it wants after a period of over-stimulation. Reading the situation is crucial, and the countryside code exists to keep everyone safe. If you're unsure how your dog will react, put them on a lead. When you see a horse rider, even if your dog is well-behaved, put them on a lead. It shows the rider you have control. Better yet, put the dog in a sit and reinforce some structure while you're at it. Sadly, some people let arrogance and stress lead to neglectful dog ownership. The "my dog's fine" attitude is misguided. Simply put, it's about basic good manners and sharing our green spaces responsibly.
