They are both Psycho Crushers on startup. The regular LV3 is his Psycho Crusher super from CvS1, and his CA is a reimagining of Final and Ultimate Psycho Crushers from A3 and 5.

@@ouranos0101 They're not. Both start with an up close punch and deviate from there. Level 3 has him chain that right into the Crusher, looping the opponent around and grinding them along the ground before stopping and smoothly transitioning into a face grab to slam them on the ground. Meanwhile, the CA starts with the same punch, then suddenly he's floating in front of them or standing on their hand before doing a fancy vault into the air and doing his big ass Crusher. Compare this to, say Akuma, whose CA is a sped up version of his L3 that gets right to the face punch so it can get into the new part where you block the punch, only for him to push past your guard and blast you point blank with a Gohadou. Or Ed cutting his punch rep short so he can launch you out of the strings, pull you back in, and hit you with one last punch. Or Jamie stancing you up the same way before either going for his launch combo or throat rip. Etc. etc. there's a good chunk of similarity between everyone else's L3 and CA so that the latter feels like a stronger variation of the same move. Then doing the same attack, but putting more punch into it. And then you have Bison over here doing 2 completely different moves altogether whose only connection is that a Psycho Crusher happens, and even then in completely different ways that, again, makes these feel like completely different attacks. There's very little consistency for what are supposed to be a restrained and all-out version of the same move.
