I personally think that only females evolve bc they use their pheromones to attract males n thus make them give them all their food/spoils. The males barely get enough to survive while the females have an abundance n thus have more than enough to evolve.

Mudkip is probably the only starter who can solo the entire game without any need of an extra mon or maybe an hm slave.... Earthquake, ice beam, surf and some other move is enough to sweep through teams and elite four especially.... And like you said at the end of the game you can have a diverse team that can cover blazikens weakness... Well isnt that the same case with swampert... And *sighs* pokemon ruby is made for swampert Team magma and steven... Isnt it obvious?

Although it was tough, I had fun trying to evolve my rockruff. I remember walking up really early one morning. When I saw that it was 5 am, I quickly grabbed my 2ds xl and tried to evolve my rockruff with rare candy. The town in the game had a nice orange glow from the sun, just like my lycanroc. The previous day I rushed home at 6pm trying to evolve it and failed, so it felt even better having finally succeeded.

I think the one advantage Torterra has is that it gets Ground type moves, which are very lacking in the Sinnoh Pokedex unless you want to level some Ground type up to 45+ to learn Earthquake. You just don't get a good Ground type Pokemon early on or even in the mid game.
