It has to be a bidet. Maybe the shells are some kind of sponge. They don't have to be hard. - There is soap shaped like Seashells. - Here is my theory, It's a Bidet toilet, The water spray is dosed with a soap, Then you use the Seashell shaped sponges to wipe your taint dry.
