I think Florges could evolve into a pseudo-legendary. Of course its small, but that could add to the lore of it, besides, the Eternal Flower Floette is part of its family. Just pack it with an insane special attack and special defense and its done. It could be elusive, or even evolve in nature without human interaction with a very small chance (less than 1%) of finding it in the wild during specific dates or so. Dont know hahaha.

i think Fairy should get an exemption for being based specifically on small things - i desperately want a 2ft tall Fairy-type pseudo that looks unassuming but has incredible power. also the two stage Pokémon with folklore attached (Volcarona, Lucario, Zoroark etc) should get their own category and i will die on this hill
