TLDR, just because Krillin is weak in DBZ doesnt mean Luffy or Naruto could beat him. In DBZ, Naruto has roughly 4000 power level. Luffy around 3000. Krillin had 75,000 halfway through DBZ and got stronger since, but we stopped attaching numbers to it. Just to put things into context for Krillin and all of DBZ really. Back in the original series, Dragon Ball, the moon was blown up by Master Roshi, and later again in Dragon Ball Z by Piccolo. Earths Moon. With relative ease. EVERYTHING in Dragon Ball is EXTREMELY WEAK compared to Dragon Ball Z. Raditz had a Power Level of 1200 and was way stronger than Goku, Krillin, and Piccolo. Those three use attacks that charge up to BECOME stronger, but the basic Ki Blasts that Raditz uses is already of a level similar to their charged blasts. Now we know what we're working with here. At around 900, Goku and Master Roshi could blow up the Moon. Vegeta was going to blow up the Earth with a power level of 18000, which Goku deflected. So you need at least 18000 to blow up the planet. ONLY 18000. Krillin has 75000 during the Frieza arc, and has only gotten stronger since. Naruto is said to be Planetary due to the feats he accomplished by breaking the Moon in half. Naruto, in the DBZ universe, is essentially Nappa level threat, and that isnt hating on Naruto. Nappa can cause Tail Beast Bomb level of damage just by sticking two fingers in the air. So We'll give Naruto a DBZ Power Level of 4000 Luffy certainly fights very strong, especially fast villains. Kaido is one of the strongest enemies Luffy has ever had to fight that doesnt involve spoilers. Kaido Blast Breath can blow up a mountain, is incredibly fast and strong. Which is somewhere between Raditz and Piccolo (Which ironically is about how strong Krillin is at this time) after training for fighting Nappa and Vegeta level threat, since blowing up a mountain only takes about 300-400 power level, Master Roshi did it by accident when trying to blow the fire off of a mountain, but blew it up instead. So we'll give Luffy a DBZ Power Level of about 3000. Frieza has a power level of 120,000,000 and has destroyed MANY MANY planets. Future Trunks as a Super Saiyan has a power level of 150,000,000 and deflected with ease a planet busting attack. And again, Krillin has at least 75,000 power level, which is over 4 times whats been shown to be able to blow up a planet. I love Naruto and One Piece too, even more than DBZ/DBS, but the biggest fights that Naruto has will destroy entire towns and mountains. The biggest fights that Luffy has is roughly the same, they use less AOE explosive power, more pin point attacks and hands, but still blowing up mountains. DBS fights accidentally nearly shatter the reality holding the universe together, and threaten to break it entirely. By accident. These feats are just NOT the SAME. This is like saying Tanjiro is on par with Luffy and Naruto since you love Demon Slayer so much, but lets face it, Tanjiro would be a Genin in Narutoverse, his ability near the end of Demon Slayer is essentially Rock Lee during his fight with Gaara. In the One Pieceverse, Tanjiro would be on par with Arlong in strength. In the DBZ verse? Thats not really fair to him, so lets put him in the original Dragon Ball verse, he'd be about on par with General Blue. Again though, this isnt an insult, Dragon Ball characters are just STRONG and FAST, all of them, and once they get Ki Blasts then its way beyond that, Muzan would be roughly King Piccolo from Dragon Ball, someone Goku fought and killed as a child.
