He didn’t have any overarching motives to take over the world, he already ran Italy and if Giorno lost it would have been status quo. He was evil, and committed crimes, but he’s not the same type of ambitious big bad that DIO was

Update: it has been basically confirmed that they have already started pre animating some of SBR and we are getting a even in a few months called jojos day, which most likely will be like the event where Stone Oceans animation was revealed, as they are similar events and it was stated that jojos day will have a big reveal, so most likely we will be getting SBR towards the end of 2025 or the beginning of 2026.
