Why can't the Railways provide a clean toilet in the guard van? The loco pilots can also use the toilet at stoppages.

Very good vdo. You are mixing up "track" with "rails" . Use the term "rail " only. "Track " means the total structure structure comprising rails, fastenings, sleepers, ballast and formation.
