I did this for my tree this year with the Sugar and Cream cone - Holly Jolly. I added a strand of hologram embroidery thread because I couldn't find a spool of tinsel. Unsure if they even make that. Anyway, it came out really nice. I did 10 chains between each bubble puff. 40 feet of garland made it around my tree 6 times.

I just used a cotton twine, but any string or yarn should work.

I'd want to use less visible tape than bright blue painters tape. Makes it look a bit messy.

I understand. Our priority was to not damage the paint on the ceiling which is why we used painter's tape. It is also strong enough to hold up the balloons and table cloth, whereas scotch tape is not. Stronger, clear tapes are strong enough to hold up the balloons but can remove the paint when pulled away.
