Pokemon is now licensed in China (including cards), so most of the official stuff is made there now. That means your assumptions weren't unreasonable. Pokemon products in China are suprisingly expensive however.

Factories that make official products in china have little side businesses all the time. One time i bough knock off galaxy buds for 20 bucks. They ended up actually being unbranded galaxy earbuds and even registered as that in my phone meaning they most likely had access to samsungs firmware or whatever it is to allow that. Happens all the time and is very real if you find a "reputable company that just so happens to have a connection or 2 on the inside. I have that exact same eevee figure. Ordered mine from Amazon, pretty decent little guy and whether bootleg or not its one of my favorite figures just sitting looking cute in the middle of my shelf.
