Its a whistling arrow , it has holes in its head that makes the whistling sound. Used by the Mongols as a psychological tactic and also for passing signals

I am Japanese. In Japan, there is a culture that one should not applaud when an older or superior person gives a speech (e.g., principal) or when the atmosphere is solemn (e.g., Shinto rituals at shrines, martial arts, etc.). This is often seen in situations where people are particularly conscious of hierarchical relationships. In the case of this video, the atmosphere is solemn, so I believe that by refraining from clapping, the utmost respect is shown.

Not applauding a superior is also the norm in France, at least in the military. Most people ignore that/don't care though. I'm guessing this is an international practice that's just not widely known anymore.
