I think the rule for instant plants should be that if they don't damage or kill zombies, they're allowed. Hurricane Kale is allowed, but if it kills a flying zombie, then its considered dead. This becomes more complicated with plants like Shrinking Violet, but otherwise aligns with the rules you have in place without a hand selected group of exceptions.
