The best throttle control I ever used before cruise control was a device called Twist Assist. I still have one brand new, but with throttle by wire and cruise control, don’t really need it anymore. Twist Assist was a spring unit that was inserted inside the throttle bar, and used a spring to put zero pressure on the throttle return spring. I used them for a couple hundred thousand miles, until my 1990 Ultra, came equipped with electronic cruise control.
