Why not confront them? Take your own precautions. The reason they are doing this, and stealing any bikes, scooters, pedal bikes with grinders or whatever is because the public walk past and say nothing or do nothing. Can't blame you for the driving. I'd have thought the same thing being chased by them- 3 up wearing balaclavas. I was chased by some psycho in a car years ago (but it was road rage not theft) for over 10 miles. In my panic I drove much like you did here. Eventually I lost the nutter.
