How is this going to be policed or enforced? Who is responsible for making the premises 'net zero' in rented accommodation? If it's the landlord, it wont happen, getting him to do even basic repairs is like pulling teeth! He won't spend money on anything and will dodge it onto the tenant's shoulders.

It's probably because the last government was putting people in to prison for being homeless or being so poor that had to go out a steal food to survive or putting up an offensive comment on social media that cannot have helped the prison systems. It needs reform to make sure when people get out they are set up so that they are less likely to reoffend otherwise what there doing will be pointless and not to mention that they need to help those who are poor and homeless not just throw the book and them and put them in jail because they don't have pot to piss in.
