I feel a lil silly for asking this, but can someone explain to me what is happening at the end? Is it like a more twisted version of France?

Not sure which part you are reffering by "at the end". But, there is a moment when there are two France. The french resistance and the Vichy regime, which was when France was under Germany during WW2. Resistance France is seen a few time, with the lorraine cross in the middle of his face, along with UK, which make sense, as it is where the resistant who managed to exit France went (like De Gaulle).
