I followed Prof Happer for some years, and from a radiation transmission aspect. When I first saw the spectrograph of CO2 I noted the resonance and looked for any blips which suggested any harmonic effect and sure enough it's there but very small. Without resonance no transfer of energy takes place by radiation.. The first reaction sops up most suitable photons at 20ppm reducing on a logerithmic base afterwards. The photons are now used by more plentiful water vapour so in an experiment the Pen University noted above 340ppm no measurable heat was detected. This seems to explain the reducing effect clearly. As Prof Happer states CO2 is incapable of any climate emergency, just not possible.
