DIV(J) = 0 implies that for any closed surface that defines a volume, the surface integral of flux is zero. In steady flow, any current entering the volume is balanced by current leaving. There is no build-up inside. If flow isn't steady, then all bets are off. Mathematically anything divided by infinity = 0
