That's called cycling out, it has to be done in order to make room for all the inventory that's packed in the back. Thrift stores have to do that in order to put new things out. Soo many donations come in daily, there just isn't enough room to store it. Chances are that the things they are cycling out have been there awhile. There's a coded system, but to a shopper, it just looks like they're "just throwning things out".
