They didn't re-float the plane because the courier is the one need to be tasked by the boomers to recover it and deploy it in the Second Battle of Hoover Dam in support of the NCR

Raising it would potentially still destroy it...removing the silt weighing it down along with the quaggas and their weight would still split the plane in multiple pieces...my suggestion bc it is at 200 ft built a steel cradle underneath the length and wingspan of the plane...use a massive crane to hoist the whole thing along with the lake bed to.the surface...all as one piece
