i know this video is old, but hashinshin didnt counter strike till after fiora hit him. or maybe due to latency he got hit. either or.

There are a total of 6 frames between counterstrike being used and Fiora hitting him which is about .2 seconds, but probably higher due to KZbin compression rate, so the chances of latency being the issue is tiny, and Riot at the time did confirm that counterstrike didn't block Fiora Q because of an unintended bug
