As a comparison, we were born with hands and therefore the ability to kill people. so if I kill a person, is that my fault or only the fault of the person (or whatever you believe did it) who created humanity? There's a rule/law in my country that prohibit murder, just like there is a rule in league that prohibit bug exploit.
