Let's be fair, most of the mods for the asm are useless. The guide we get pointed to doesn't include most of the stuff they are asked. They just shoe you away and generally don't want to bother actually helping anyone. They also belittle anyone who is even remotely tech literate. I learned more about it by using steam cmd than the forums discord or any other form of "help". And they are rude af and ban people for simply asking questions. Which is their jobs to help answer those questions. There is a way better community on a Linux version not by the same people. I'd look at that.

I have the same issue. I know it worked in the past, but now I had to disable it because it kept shutting down the server instead of just checking for updates (there weren't even any updates so don't know why the shutdown)

You need differents ports for the query port and server port, if you have both servers using the same ones the second server will have an internal socket exception and will close

You need to make a profile on the forum board, and once you've done that, go back to the forum board from the url bar. Once there you'll be logged in already. There should be a tab just underneath the main headings (grey text). One of these will be 'Ark Server Manager'. From there click 'latest' and it'll have download links. Good luck!
