I have a headcannon that, yes all the combine energy balls are in fact energy, however all their software is the cut hydra enemy, just “tamed” and molded to serve as their software and interfaces. Those hydras feed off of the energy, the ones seen in the beta are masses of them that went rogue and have found a sustainable bank of energy not connected to any kind of monitor or device
