Not really, there are plenty of places where people don't steal. All it takes is keeping outsiders away. In remote Alaskan villages the difficulty of traveling there naturally does that.

Chevak looks different from 1975. During that time my dad was hired as a carpenter to build a school. The wrestling team i was in were called The Dragons. It changed a lot since then.
