Eh, maybe do your research a bit better. Because Kamurocho is based off a real life district in Tokyo called Kabukicho. Over 75% of the map's placement of landmarks and even streets is nearly identical to its real life counterpart.

I believe Maria is a manifestation of James' mind, as suggested by the very name of her stage, as well as everything else that happens in the game, including her various deaths. The issue seems to be that she appears to have a kind of autonomy and some degree of self-awareness about her own situation, in the sense that she understands that, despite her role of "punishing" James, she needs him alive, in a way, to continue existing herself. This is the condition that makes her revolt against him when he tries to move on from what he did. Without the guilt over Mary's death, he can move forward, effectively putting an end to Maria's existence, which she does not accept, becoming the final boss, at least in the "Leave" ending.
