A little late but, I'm on Blender 4.1, If you go Add modifier you should be able to type "screw" in the search or go to Generate>screw (Between Remesh and Skin). Now if at first it doesn't work like his, it's probably because you need to mess with the X/Y/Z Axis. I personally had to set mine to Y instead of Z. Hope that helps =)
