By default a screen reader is in read all mode or known as "virtual PC cursor ON mode". this is where it reads the entire content of the modal when its loaded. Turn off the virtual PC cursor by pressing "Ins + Z" on the keyboard and then test. screen reader should read the modal header and close button.

Yes, you can use HTML <select> for dropdown. The only downside is that you cannot customize the look and feel of it using CSS.

Tables content will only be accessible using tab when you have actionable elements such as checkboxes, radio buttons, etc. That too, only these elements will be tab-able, not other columns with regular text. There are Screen reader hotkeys that should be used to access the tables.
