There are so many regulations on NASA which stifle it as a government arm that it can no longer do stuff it could when stodgy old geezers weren't looking to hand off money to their friends and lobbyists in industry. For those dissing this as a demonstrator and kinda tiny compared to Starship, NASA went from the first Gemini launch in 1964 to the Space Shuttle in 1981, seventeen years. What has SpaceX achieved nearly thirty years after this flight happened? NASA essentially gave them the playbook on engineering and aerodynamic data on which both mentioned spacecraft are based. This was 60 million in 1996 so 119-120 million today. It took Musk 2 billion in today's money to make Starship have a demonstrator flight.

Solar sails were a great idea, -smallish capsule, moderate payload, free propulsion- and we've known how to sail since before color TV. Imagine a fleet of sails running orbits between the Earth and Moon. Or Mars. Or to the Outer Planets. What would be the long term value of going to the moon by going just to high Earth orbit? Rendezvous with a sail for the long haul. To the moon every month. To Mars every quarter. To the outer planets with different projects every yeat or two. Or sit on Earth thinking up ever not quite working alternatives decade after decade. Solar sails would be the long haul space trucks that get cheaper with every use. Designed on a standard blueprint, they could be made on assembly lines. Massive savings on design, materials, assembly, fuel for the booster rockets to shuttle between Earth and the sails. Extremely uncomplicated workhorses that just go around and around in their orbit. That like every early spacecraft could be plotted with slide rules, protractors, and a drafting desk. But the cost !?! Space sails were one of the most shortsighted budget cut casualties since the early 70'. Especially in light of the ridiculous projects to get government military/industrial golden goose funding.

Unfortunately the new Soviet president Mr. Brezhnev was not very interested in space programs and he was putting spokes in the chief rocket engineer's wheels. The chief rocket engineer, Sergey Korolev, was responsible for designing all the rockets and spacecrafts. Korolev started the soviet moon program but unfortunately he developed health complications from all this political arguing with the new president and died on 1966 during surgery. All the soviet Moon and Mars program died with him. Two decades will pass before a new successor emerges.
