It’s heavily implied in the anime and manga as well as the games that it is reaction speed. You bring up those examples but the thing that kinda shits on those is that the Pokédex entries are not the best thing that the Pokemon can do, it’s just something that they CAN do. Damn near every pokemon has access to light speed attacks or can dodge them, punching 2000 times in a second is actually take and there’s no reason to assume that it’s a cap.

You could consider the speed stat an indicator for how fast a pokemon can do one “decent” attack. IE machamp can hit a lot, but it’s the total amount of damage felt by his blows that correlates to the attack.

Decidueye's speed is *even lower* than whats shown in the video. It sits at 70 speed or 60 speed for the Hisuian form

Even if you use game macanics (huge nerf) then you need two pokemon and you Literarlly won. Because if we have game pokemon we would also need game like attacks for the lions, so like: bite, scratch, and other attacks which they could use as lion. But we can agree that none of These moves are fairy. And there is a nice dark ghost typ with the Attack skill swap too steal Wonder guard from shedinja and then becomes immortal against any attacks, but fairy.

In B2/W2, Shards work like in Platinum where you can trade them to learn moves from move tutors. Probably not legal in this challenge.
