Hi Poozana :) Sure, I can make it clearer :) According to the Australia Border Force (as of today), "You are allowed to bring in duty-free: one unopen packet of up to 25 cigarettes or 25 grams of other tobacco products; AND one open packet of cigarettes.". :) Exceptions: "If you bring in more than your duty free allowance for tobacco and cigarettes, you’ll need to pay duty on all of your tobacco and cigarettes, not just on the excess." :D

Well, according to the Australian Border Force website: "You can bring in up to 1.5 kilograms of smokeless tobacco (chewing tobacco or snuff) for personal use, but you will have to pay duty on any tobacco above 25 grams (only 25 grams is allowed duty-free)." It does not specify any state or territory that does not allow the entry of "chewing tobacco".
