i hope that the sergeant has been fired because this behaviour is obviously his Modus Operandus and there is no way that he should be interacting with any members of the public. Imagine his doing this to your children, elderly or other vulnerable family members. He takes the public into areas where his behaviour cannot be filmed and God only knows what he could be doing to people in the same situation. That was a deliberate act to hide his conduct instead of taking people into an interview room where interactions are taped.

Police can arrest you if they intend on taking formal action (i.e. caution, summond etc) and you do not identify. However it is not an offence to refuse to identiy (except section 50) so its not a charge. Police canot arrest you for simplify refusing to identify, but they can escalate to an arrest if they HAVE to identify you to hold you to accounts for a crime. If the case was that you were not suspected of a crime in the first place, then its unlawful detainment.

Honestly it is horrific to me how scruffy and dirty the police are today. Absolutely no price in their uniform and if they turn out so unkempt they obviously have no real interest in serving anybody and prefer to look and act like thugs.
