It's not year round since there's a mussel quarantine period. You should check out your state's shellfish biotoxin info line. And you'll need a fishing license for this (at least in California).

You can buy it online and they’ll send the permit to you in the mail wildlife.ca.gov/Licensing/Online-Sales

The big fresh ones like to be by the kelp. Take as many as you want because they are an invasive species and eat/kill kelp patches. Great video 👍
