Hey so i habe an issue where im stuck on Restart Ps4 and it wont let me go to any other options below

I’ve followed the steps on the website multiple times, formatted the USB, created the files, do loaded the files but when I plug in the USB to my PlayStation and start the download it says THE USB STORAGE DEVICE IS NOT CONNECTED. I’ve tried the different formats as well as switching the USB ports but not getting anywhere - can anyone help at all? Any ideas? 🤷‍♂️
