Generally I'd guess, just preference. He switches his build constantly. If you're not running tp on vlad top then you should probably use these boots.

i feel like this particular case works because he's in high elo- you buy these shoes for the tempo they give, but its not that important if you're playing in pisslow. i think they're also better on top vlad, especially when vsing a tp user as you can make up for the tempo their tp gives and you have the mobi passive for roaming to objectives late game. but they take about 7 minutes to stack on average, you have to rush them, and for those 7 mins they only give 35ms which, on a champ with no legs, is pretty bad. which is why id say its better on top against tougher matchups rather than lanes where you have kill pressure and you'd rather have other boots. elite is also just cracked and could probably make youmuus look viable

I think it does add another proper layer of gameplay, playing for first tower can be a thrill from time to time even before with just the gold difference, but it now counting as 1 direct goal for feats of strength makes for some great risk gameplay.

the command had already been input before he reacted the hwei's flash, you can confirm this by his mouse movement and colour changing, but still crazy reaction time.
